Why isn't Canada refining its Keystone-Alberta Tar Sands Oil.?

probably b/c the refineries would be shut down 1/2 the year due to cold winters, and/or there is already a tremendous demand on water + pollution levels from the processing of tar sands into liquid petroleum

If they refine it themselves, they limit their ability to sell it, because different areas have different requirements.

For instance the oil refined into unleaded gasoline for use in Texas cannot also be sold in California because they have different requirements in the two states. So if Canada refines the oil their limit their market.

Selling oil is far far more common than selling refined products when you are talking about international sales.
